Integrated Environmental Permits – Applications, Amendments and Documentation
Integrated environmental permits set the operating conditions for installations whose activities may cause significant environmental pollution. They bring together requirements covering different environmental impacts, including air emissions, water and wastewater management, waste and noise.
MASAD prepares documentation for applications for new integrated environmental permits and amendments to existing permits. We help identify installation requirements, assess operating conditions and organise the information needed for administrative proceedings.
When is an integrated environmental permit required?
The requirement depends on the type of installation and the scale of its activities, as specified in the applicable regulations. It may apply to certain installations in the energy, chemical, metallurgical and food processing sectors, as well as waste management and intensive livestock farming.
Before preparing the documentation, we assess whether the installation falls within the relevant regulatory categories, review its technical parameters and examine its connections with other processes at the facility. This allows us to define the appropriate scope of the application and supporting assessments.
How MASAD can support you
Depending on the installation and the purpose of the assignment, our work may include:
- assessing whether an integrated environmental permit is required;
- preparing an application for a new permit or an amendment to an existing permit;
- describing the installation, its processes and operating conditions;
- compiling information on raw material, fuel, water and energy consumption;
- preparing data on air emissions, wastewater, waste and noise;
- assessing compliance with Best Available Techniques and the relevant BAT conclusions;
- assessing measurement, monitoring and reporting requirements;
- determining whether a baseline report on soil and groundwater contamination is required;
- helping respond to questions and requests from the authority concerning the documentation we have prepared.
The scope of documentation, calculations and any investigations is agreed individually after we have reviewed the installation and the available information.
Amendments to an integrated environmental permit
An extension of the installation, a change in technology, an increase in production capacity or a change in raw materials may require the permit conditions to be amended. An amendment may also be required following a review by the authority or the publication of new BAT conclusions.
MASAD compares planned or implemented changes with the existing permit. We then determine the scope of documentation needed for the subsequent proceedings.
Best Available Techniques and BAT conclusions
Best Available Techniques, commonly referred to as BAT, cover both the technical solutions used and the way an installation is designed, operated and decommissioned.
We assess the requirements relevant to the activity, including emission control, resource management and environmental monitoring. We identify the information needed to demonstrate compliance and any areas requiring further assessment.
How we Work?
Reviewing the installation
We examine the processes, installation parameters, environmental documentation and existing permits. We also establish whether the assignment concerns a new installation or an amendment to an existing permit.
Determining the requirements
We define the scope of the application, the relevant BAT requirements, and the data, assessments and supporting documents needed. We identify missing information and agree how it will be collected.
Preparing the documentation
We prepare the agreed documentation and support the client in explaining or supplementing it during administrative proceedings.
What information do we need to get started?
For an initial assessment, useful information includes a description of the activity, the facility location, the type and capacity of the installation, and details of any planned changes. Existing permits and amendments, process diagrams, raw material and utility consumption data, and available measurement results are also helpful.
If the documentation is incomplete, we will identify the additional information needed after reviewing the assignment.
Do you need an integrated environmental permit or an amendment to its conditions?
We will assess the installation, identify the applicable requirements and prepare documentation suited to the scope of the proceedings.
