BDO support – registration, record-keeping and reporting
BDO support helps businesses properly fulfil their obligations related to registration, waste record-keeping and reporting. Not sure whether your company should be registered in BDO? Do you need to organise your waste records, prepare a report or update the scope of your registration?
MASAD supports businesses in fulfilling their obligations related to the Database on Products, Packaging and Waste Management (BDO). We help determine the scope of obligations, prepare the required documentation and maintain ongoing records and reporting.
We tailor the scope of support to the type of business activity, the waste generated and the company’s product and packaging obligations.
Official information on the system and businesses’ obligations is available on the BDO website of the BDO Polish Ministry of Climate and Environment..
Who Is This Service For?
We provide support to businesses that:
- generate waste as part of their operations;
- transfer waste to other entities;
- maintain waste records;
- place products or packaged products on the market;
- are starting a business and want to determine whether registration is required;
- already have a BDO number but need to verify or update their registration;
- have outstanding record-keeping or reporting obligations;
- want to outsource ongoing BDO support to an external adviser.
Each case is analysed individually. The mere fact of conducting business activity does not automatically mean that BDO registration is required — what matters is the actual scope of the company’s operations.
What does BDO support include?
Verification of BDO obligations
We analyse the company’s operations and determine which obligations apply.
The verification may include, among other things:
- the obligation to register in the BDO Register;
- the appropriate sections and scope of registration;
- the obligation to maintain waste records;
- reporting obligations;
- obligations related to products and packaging;
- existing registrations and their compliance with the company’s current activities.
For companies already registered, we verify whether the scope of the registration reflects the activities actually carried out.
BDO registration and updating the registration
We help prepare an application for registration in the BDO Register together with the required information and attachments.
Support may also include:
- changing company details;
- extending or limiting the scope of activities;
- updating the relevant sections of the register;
- organising an existing registration;
- preparing documentation related to deregistration.
Before starting work, we determine the exact scope of changes and the data required to prepare the application.
Waste record-keeping
We help businesses properly organise ongoing waste records.
The scope of work may include:
- verification of waste codes;
- Waste Transfer Notes (KPO);
- Waste Record Cards (KEO);
- checking the consistency of waste quantities with the company’s documentation;
- verification of data concerning contractors collecting waste;
- organising records for a specified period.
We can also analyse the current record-keeping process and identify areas requiring improvement.
BDO reporting
We prepare and support the submission of reports required in the BDO system.
Depending on the company’s activity, the support may include, among other things:
- reporting on generated waste and waste management;
- reporting related to products and packaging;
- verification of data before submitting a report;
- preparation of corrections to previously submitted reports;
- clarification of discrepancies in record-keeping and reporting data.
Before preparing the report, we determine what data should be provided by the client.
Corrections and outstanding BDO obligations
An incorrect registration, missing records or an unsubmitted report do not always mean that the whole process has to be started again from the beginning.
MASAD can review the existing documentation and determine:
- what is missing;
- which data require correction;
- which periods need to be brought up to date;
- which actions should be taken first.
On this basis, we prepare a plan for bringing BDO obligations into order.
Ongoing BDO support for businesses
BDO may also form part of ongoing environmental compliance support for a company.
As part of ongoing cooperation, we can support:
- current waste record-keeping;
- verification of document correctness;
- preparation of data for reports;
- registration updates;
- verification of new obligations;
- preparation of annual reporting;
- coordination with persons responsible for waste on the client’s side.
The scope and frequency of support are agreed individually.
BDO and packaging and EPR obligations
BDO and Extended Producer Responsibility (EPR) are related, but they are not the same.
BDO is the Polish registration, record-keeping and reporting system. EPR concerns a company’s responsibility for products and packaging placed on the market and the related obligations.
A company selling packaged products may therefore be subject both to BDO obligations and to packaging and EPR requirements.
For cross-border sales, obligations must additionally be analysed separately for each market.
How we Work?
1. Understanding Your Business
You provide us with basic information about the company’s operations, types of waste, products and packaging, as well as the way obligations have been handled to date.
2. Verification of the scope
We determine which obligations apply to the business and what actions are required.
3. Scope definition and quotation
We define the scope of MASAD’s work, the required data, deliverables and the cooperation model.
This may be a one-off service or ongoing support.
4. Implementation
We prepare the agreed applications, records, reports, corrections or other documentation.
5. Ongoing support
In the case of ongoing cooperation, we also support the company in subsequent record-keeping and reporting periods.

Frequently Asked Questions
Does every company need a BDO number?
No. The obligation depends on the type of business activity, the waste generated and other activities covered by regulations concerning products, packaging and waste management.
If you are unsure, we can analyse your company’s activities and determine whether registration is required.
Can you register a company in BDO?
We can prepare the documentation and carry out the agreed scope of activities related to registration or updating the registration.
Can you provide ongoing BDO support?
Yes. Support may include current record-keeping, document verification, updates and preparation of reports.
The scope is agreed individually.
Do you handle overdue reports?
Yes. We start by reviewing the available data and documentation and then determine which reports or corrections need to be prepared.
Does BDO also cover packaging?
Yes. The BDO system also covers registration and reporting obligations related to products and packaging.
However, the scope of packaging obligations must be determined separately for the specific activity.
Is BDO sufficient when selling products abroad?
No. Polish BDO registration does not replace registration and EPR obligations that may arise in other markets.
Organise your company’s BDO obligations
Send us a short description of your business, information on the waste generated and indicate whether the company already has a BDO number.
On this basis, we will determine the scope of the necessary actions and prepare a proposal for cooperation.
