EPR Compliance Abroad — Packaging Obligations
Do you sell packaged products internationally? Do you need to establish where your business must register, what information to report and which organisations to work with?
MASAD helps businesses identify and fulfil their extended producer responsibility (EPR) obligations. We clarify requirements in selected countries, help prepare data and documentation, and coordinate cooperation with local service providers.
We tailor our support to your sales markets, packaging types and distribution model.
Who Is This Service For?
Our service is intended for businesses placing packaged products on international markets or planning to start selling abroad, including:
- manufacturers supplying customers abroad;
- exporters and distributors;
- online retailers selling across borders;
- businesses selling private-label products;
- companies expanding into additional markets.
We assess each situation individually. Shipping goods abroad does not, on its own, determine which obligations arise or which party in the supply chain is responsible for fulfilling them.
What Does Our International EPR Support Include?
Assessing Obligations in Each Market
We review your sales model, your role in the supply chain and the types of packaging involved. We then identify the requirements applicable in the selected countries.
The assessment may cover registration, reporting, participation in a producer responsibility scheme and the appointment of an authorised representative, where required.
Preparing an Overview of Obligations and Deadlines
We organise our findings into a market-by-market overview. This identifies the actions required, the information needed, relevant deadlines and the division of responsibilities between your business, MASAD and local service providers.
This gives your business a basis for planning implementation and ongoing compliance.
Registration Support
We help collect information, prepare documentation and carry out the agreed registration activities.
We can also review existing registrations where your business is already selling in a market and wants to assess its current compliance arrangements.
Coordinating Cooperation with Local Service Providers
Depending on the requirements of each country, we help organise cooperation with producer responsibility organisations, collective compliance schemes and authorised representatives.
We help compare service scope, documentation requirements and cost structures.
MASAD acts as an adviser and coordinator. Acting as an authorised representative requires a separate agreement and compliance with the requirements of the relevant country.
Preparing Packaging Data for Reporting
We help organise packaging data and allocate it to the categories used by the relevant reporting systems.
The scope of work may include:
- packaging weight summaries by material;
- breakdowns by market and reporting period;
- checks for missing information;
- preparation of agreed reports and declarations;
- coordination of data submission to the relevant organisations.
We work from the sales and packaging data supplied by your business. Before the service begins, we agree on the information required, its format and submission deadlines.
Ongoing Coordination and Updates
As part of an ongoing engagement, we help manage the agreed schedule and update the scope of support when your markets, packaging or sales model change.
Read the Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR)
EPR and PPWR — How Are They Related?
EPR stands for extended producer responsibility. For packaging, it concerns responsibility for packaging placed on the market and the management of the resulting packaging waste.
The Packaging and Packaging Waste Regulation, or PPWR — Regulation (EU) 2025/40 — covers a broader range of packaging requirements. EPR registration and reporting are among the areas that businesses need to consider when assessing their obligations.
MASAD helps identify PPWR requirements relevant to the agreed scope of work and plan further action. We assess applicable deadlines and detailed obligations separately for each issue and market.
How we Work?
1. Understanding Your Business
You provide a list of countries, a description of your products, packaging information and details of your sales model. We establish whether you need an assessment before entering a market, a review of existing arrangements or ongoing support.
2. Agreeing on Scope and Fees
We define MASAD’s tasks, the information required, deliverables and schedule. We identify activities that require the involvement of local service providers.
3. Assessment and Implementation
We prepare findings for the selected markets and carry out the agreed activities, including documentation, registration support and coordination with local partners.
4. Periodic Support
If you choose ongoing cooperation, we support subsequent reporting periods and updates to your obligations within the agreed scope.
What Will You Receive?
Depending on the agreed scope, deliverables may include:
- an overview of EPR obligations in the selected countries;
- a list of required registrations, agreements and documents;
- an implementation and reporting schedule;
- a clear allocation of responsibilities;
- documentation for agreed registrations;
- packaging data summaries and reports;
- coordination of communication with local service providers.
Before work begins, we specify which deliverables are included in our proposal.
How Much Does EPR Support Cost?
We prepare an individual quotation. The main factors include the number of countries, packaging types, sales model, existing registrations and reporting frequency.
We distinguish MASAD’s fees from anticipated external costs, such as scheme fees, contributions based on packaging weights and fees charged by local representatives. External costs depend on the terms offered by the relevant organisation
Our support can cover a single market, several countries or ongoing coordination.
Frequently Asked Questions
Is Polish BDO Registration Sufficient for International Sales?
It does not replace an assessment of obligations in other markets. Requirements relating to sales in each country need to be checked separately.
Does Every Exporter Have to Register in Every Customer’s Country?
This cannot be determined solely from the fact that goods are exported. The assessment must consider the sales model, customer type, packaging and the roles of the parties involved.
Do You Support Both B2B and B2C Sales?
Our support can cover both models. When assessing obligations, we distinguish between sales to businesses and sales directly to consumers.
Can We Commission an Assessment Only?
Yes. Cooperation can begin with an assessment of selected markets and an action plan, without committing to ongoing support.
Can You Review Existing Registrations?
Yes. We can start by reviewing the documentation you provide, identifying gaps and agreeing on the next steps.
Identify Your Business’s EPR Obligations
Send us a list of your sales markets, a brief description of your products and packaging, and information on whether you sell to businesses, consumers or through distributors.
We will use this information to prepare a proposed scope of work and quotation.
