It is a key attachment to an application for an environmental decision for projects that may potentially have a significant impact on the environment.<\/p>\n\n\n\n Based on the KIP and the opinions of the competent consulting authorities, the authority conducting the proceedings decides whether an environmental impact assessment will be required for the project and, consequently, whether a detailed EIA report must be prepared.<\/p>\n\n\n\n The KIP should therefore not be treated as a short form or merely a formal attachment. Its content may determine the further course of the environmental procedure, the scope of additional analyses, and the time required to obtain the decision.<\/p>\n\n\n\n As a general rule, a Project Information Sheet is submitted as part of the procedure concerning a project that may potentially have a significant impact on the environment. The types of such projects are specified in the Regulation of the Council of Ministers on projects that may have a significant impact on the environment.<\/p>\n\n\n\n Depending on their parameters, location and scale, this group may include, among others:<\/p>\n\n\n\n The name of the investment alone is not sufficient for its correct classification. The thresholds specified in the regulations, the interrelationships between individual elements of the project, the potential for cumulative impacts, and the location of the investment are also important \u2014 particularly in relation to protected areas and residential development.<\/p>\n\n\n\n Therefore, the legal and environmental classification should be carried out as early as the concept stage, before the technical solutions or implementation schedule are finalised.<\/p>\n\n\n\n The scope of the Project Information Sheet is defined by Article 62a of the Act on Access to Information on the Environment and its Protection. The document should present the project in a specific and coherent manner, enabling the competent authority to assess the type and scale of its potential impacts.<\/p>\n\n\n\n In practice, a KIP should include in particular:<\/p>\n\n\n\n The scope and level of detail of the information should be tailored to the nature of the investment. A warehouse facility requires a different approach than a waste processing installation, and a port, hydrotechnical or energy project requires yet another.<\/p>\n\n\n\n One of the common reasons for delays in the procedure is inconsistent or overly general documentation. If the project parameters presented in the technical description, calculations, maps and appendices are not consistent, the authority may require the investor to provide additional explanations or supplement the documentation.<\/p>\n\n\n\n Problems may also arise when the KIP:<\/p>\n\n\n\n Each request to supplement the documentation means additional work and often also the need to re-coordinate the data with designers or technologists. Organising the project assumptions at an early stage helps reduce this risk and makes the environmental procedure more efficient.<\/p>\n\n\n\n The Project Information Sheet and the Environmental Impact Assessment Report serve different purposes. The KIP provides the authority with the information required to carry out the so-called screening procedure, i.e. to determine whether a full environmental impact assessment is necessary for a particular project.<\/p>\n\n\n\n The EIA Report is a much more detailed study. It is prepared for projects that may always have a significant impact on the environment, as well as in cases where the authority requires an environmental impact assessment after reviewing the KIP and the specific circumstances of the project.<\/p>\n\n\n\n Submitting a Project Information Sheet therefore does not guarantee that an EIA Report will not be required. However, a carefully prepared KIP enables the authority to make its decision based on complete and verifiable information, without repeatedly requesting additional explanations or supplementary documentation.<\/p>\n\n\n\n Before starting work on the Project Information Sheet, it is advisable to gather:<\/p>\n\n\n\n Not all data need to be final from the outset. However, they should provide a coherent and realistic basis for assessing the maximum potential impact of the project.<\/p>\n\n\n\n It is advisable to involve designers, technologists and those responsible for project implementation in the preparation of the data.
